Agile piloting
Agile pilots are short and low cost experiments aiming to produce scalable solutions for city challenges. The city environment offers a laboratory for experimenting and co-creating novel solutions and innovative services.
City admin
The city representative who has access to CommuniCity Open Call Platform.
Co-creation
The co-creation process engages multiple stakeholders to work together to reach a common goal. In an urban development context, the city acts as an innovation platform to co-create with residents, private sector and other stakeholders. Design thinking and citizen involvement tools are at the core of the co-creation process.
CommuniCity Open Call Platform
Platform to manage CommuniCity Open Calls and pilots. Core documents of the pilots are recorded to the platform. Project Coordinator OASC and city admins of the project partner cities Amsterdam, Helsinki and Porto have access to it. Other cities’ pilot managers will provide the documents to their dedicated city admin.
End user
End user in an agile piloting context is often either a resident or employee of a city organisation who consumes the product or service.
Lead applicant
The individual leading the pilot team and who has submitted the pilot team’s open call application and signs the piloting contract.
Marginalised communities
Marginalised communities are typically under-represented people in public life. These groups may face barriers to engagement because there isn’t a solid level of trust and representation between the public body and the community.
Open call
Open to all legal entities who can guarantee performance and fulfil the criteria stated in the open call documents.
Pilot cities
Refers to the cities where the pilot will be deployed. During the first pilot round in 2023, this signifies the cities of Amsterdam, Helsinki and Porto. In the second round in 2023-2024 this includes also Aarhus, Breda, Prague and Tallinn. The third and final CommuniCity open call round cities are: replicator cities are Aarhus, Amsterdam, Bruges, Brussels, Cuneo, Helsinki, London, Manchester, Matosinhos, Milazzo, Plock, Porto, Prague, Sant Boi de Llobregat, Sarajevo, The Hague and Utrecht.
Pilot host

Pilot manager
Person representing the pilot city who oversees the progress of the pilot(s) of their city. Pilot manager can also be a city admin.
Pilot programme
An agile pilot programme brings together several pilots related to a given theme. The key aim is to increase all parties’ understanding of new services and rising technologies that are yet to enter the market, and to learn together as much as possible.
Pilot results
Any tangible or intangible outputs of the pilots. Also including Intellectual Property Rights.
Piloting round
A round of simultaneous CommuniCity pilots running in the pilot cities. Several individual pilots are executed as a bundle to find solutions to challenges defined in the three rounds of open calls.
Pilot team
A team conducting a pilot, typically a start-up, a group of experts representing a bigger company or a registered association.
Technical Framework
The objective of CommuniCity’s Technical Framework is to provide a set of assets, such as APIs, specifications and software, to support the design and development of innovative solutions.
Virtual Learning Lab (VLL)
The CommuniLab serves as a Virtual Learning Lab designed to offer resources and services for collaborative learning, enabling users to actively engage with cities, local communities, and their stakeholders.
